U.S. federal debt splits into debt held by the public. Bonds, bills, notes, TIPS and FRNs traded in markets. And intragovernmental holdings. The government's debt to itself, predominantly the Social Security and Medicare trust funds. This page charts both halves so the market debt is separable from the trust-fund accounting.

## How to read this benchmark

**What a widening or narrowing means.** A widening spread means debt held by the public is growing faster than intragovernmental debt. The portion the market prices is expanding. A narrowing spread means intragovernmental debt is catching up, typically when trust-fund surpluses grow. 

**Why Intragovernmental holdings as the comparator.** Intragovernmental holdings are the non-marketable counterweight: they account for roughly a quarter of total debt and grow with trust-fund payroll surpluses, not market issuance. 

**Limitations.** Public vs intragovernmental debt reflects published Treasury accounting. Revisions can alter historical comparisons. Treat the chart as context for U.S. fiscal conditions, not investment advice.

**The market-debt share.** The public share of total debt is the metric the CBO and rating agencies reference when discussing the marketable federal debt burden.
